SEMEP POLICY POSITIONS Periodically, SEMEP will take positions on environmental or conservation policy that we believe are relevant to southeastern Minnesotans. We hope these policy positions will challenge you. 1. The Minnesota Pollution Control Agency recently prepared a report to the Minnesota Legislature entitled Environmental Review Streamlining, in which the MPCA staffers urge changes to Minnesota's environmental review process that would have the effect of weakening the opportunity for public opponents of proposed agricultural, industrial and commercial projects to provide meaningful input on the adverse public health and environmental impacts of such projects. One proposed change would be to "unlink" the potential pathway of an EAW leading to an EIS of a proposed controversial project. This would mean that public opponents of proposed controversial projects could not persuade the MPCA Citizens Board or a district court judge to mandate further environmental review following the MPCA staffers' release of an inadequate EAW on the project.
